US Questions Canadian Port Hawk Aid at WTO
USA questions Canada at WTO meeting over aid given to Port Hawkesbury Paper:
The USA told a World Trade Organization (WTO) subsidies committee this week that it is concerned that China, India, and Canada are paying illegal subsidies that distort trade.
At question for Canada is the $162 million in aid Nova Scotia has given to Port Hawkesbury Paper.
The EU is also concerned about this aid and is asking for more information.
A Canadian official told the meeting that Canada was already working with the provincial authorities to answer U.S. questions and had started a dialogue with the United States which the EU was welcome to join.

Stora Enso Announces Restructuring Plans
Stora Enso plans profitability improvement actions across all Business Areas: Stora Enso plans restructuring of its operations through the permanent shutdown of paper machine 1 at Hylte Mill in Sweden and the permanent closure of the corrugated packaging plant at Ruovesi in Finland. In addition, Stora Enso plans efficiency improvements at several other mills. The profitability improvement actions are planned to reduce annual costs by EUR 36 million and reduce the number of employees by approximately 520 altogether. Stora Enso will record a restructuring provision and a fixed asset and working capital write-down as non-recurring items totalling approximately EUR 42 million related to the restructuring plans in the fourth quarter 2012 operating profit.

Deposit Insurance Corp. is about to receive a $42 million legal settlement that
will rank among the agency's largest recoveries in the financial crisis—from a
paper company that played no role in the bank failure that spurred the lawsuit.

Paper Co. has agreed to pay the FDIC to settle a year-old lawsuit stemming from
the 2009 collapse of Guaranty Financial Group, an Austin, Texas, company that
ranks as the fifth-biggest U.S. bank failure. As part of the agreement, the
failed bank's creditors will get an added $38 million, bringing the total
settlement to $80 million.

company formerly located in Gwinnett County, Georgia is accused of flooding the U.S.
with cheap Chinese paper and dodging more than $20 million in duties.
Apego Inc. was
operating out of Lilburn in May 2006 when the U.S. Department of Commerce began
investigating whether Chinese paper manufacturers were dumping their products
in the American market.

Nordic paper maker Stora Enso Oyj has reported a third-quarter net profit of 80 million but says it will slash 520 jobs to save 36 million annually.
The company had a net loss of (EURO)50 million in the same period last year, when it recorded a nonrecurring cost of (EURO)193 million. Revenue in July through September fell slightly to (EURO)2.69 billion from (EURO)2.74 million in the same period in 2011.

MeadWestvaco Corp.'s third-quarter profit fell more than 56 percent from a year ago as the packaging company spun off its consumer and office products business in May.
The Richmond, Va., company on Tuesday reported earnings of $51 million, or 28 cents per share for the three months that ended Sept. 30. That's down from $117 million, or 67 cents per share, a year ago. Adjusted for restructuring charges and income from discontinued operations, MeadWestvaco earned $67 million, or 39 cents per share, matching analyst expectations.

Resolute Reaches Agreement with Catawba Unions

agreement with Resolute Forest Products that should result in no immediate
forced layoffs at the plant, union officials say.
Mike Godfrey,

The city of
Sartell has received full reimbursement from Verso Paper Corp. for its response
to a Memorial Day fire.
Today the city

U.S. Direct Mail Giant Urges Rethink on Standard Mail Pricing: Valpak, part of Atlanta-based Cox Target Media, told regulators yesterday that the 2.57 percent rate increase set to come into effect on Jan. 27, 2013, will not be high enough to cover the costs of the Standard Mail Flats service. PPPC Reports Coated & SC Paper Ships
The Pulp & Paper Products Council has reported year-to-date (through September) North American coated mechanical paper shipments declined by -3.6%. Demand fell -4.1% and imports were down -4.6%. The operating rate was 94% y-t-d and 103% for the month of September. Coated woodfree shipments decreased -4.3%, demand fell -6.2% and imports were down -12.8%. The operating rate was 88% y-t-d and 96% in September.
North American SC-A/SC-A+ year-to-date paper shipments declined -26.2%, demand decreased -26.5% and imports fell -21.9%. The operating rate for Supercalendered papers (SC-A and SC-B grades) was 95% y-t-d and 93% in September.

Time.com Relaunches With Responsive Design: To provide a more consistent look and feel to its readers, Time magazine has re-launched its website using responsive design technology, which automatically reformats a website to fit all computer and device screens.
Time magazine says it isn’t going to follow Newsweek’s move to a digital-only publication [1]. But nor is it ignoring the shift towards mobile news reading. And so Oct. 21, Time moved its site to responsive design so that the content automatically “snaps” to the frame, regardless of screen size (no more pinching and zooming). At the same time, Time redesigned its site across all platforms so that the content and user experience are uniform across all devices.

Magazine ad revenue in the U.S. is seen rising 2.6 percent this year to $18.3 billion, according to research firm eMarketer. That would be the third increase in three years, driven mainly by gains in digital ad sales, though print ads are expected to be flat.
Paid magazine subscriptions were up 1.1 percent in the first half of the year, according to the Audit Bureau of Circulations. And while single-copy sales at newsstands are down 9.6 percent, overall circulation - the bulk of which is in print - is steady compared to a year ago.

Silence on Catalyst Elk Falls Sale
This is nothing new for Catalyst Paper which has not answered a Mirror phone call since mid-September. On Oct. 4 Jahn said his $8.6 million deal to buy the abandoned Catalyst Mill site would close today, Oct. 19, and he would be on site next week doing business.

When wood buyers from the mill met with the organization’s manager, Clifton Sangster, last week, they discovered Port Hawkesbury Paper is offering just $43/tonne delivered roadside for 8 foot wood and $40/tonne for random length wood. McCarthy said that “when NewPage shut down the mill in August 2011, they were paying us $50 to $55 per tonne roadside for our wood.”
The private woodlot owners supplying the Port Hawkesbury Paper mill in Cape Breton, Nova Scotia are saying the prices the mill is paying for wood is too low for their businesses to survive.
Bill McCarthy, President of North Inverness Forest Management Limited, feels like the victim of school yard bullying after seeing the mill’s buying policy.
